The point is that busty loli have always been a thing since the 80s. Perhaps even more predominant than now. It is not until the 90s when flat chests became more of the norm. I am sure you may have noticed.

Is basically true though. Most loli stuff tends to be on the edge of puberty, on both sides, although there's a difference between younger stuff just like there's a difference between 14 year olds that are loli (e.g. Chuunibyou's Dekomori, iM@S's Yayoi, and that teacher's little sister from KissxSis) and 14 year olds that are not loli. (e.g. Evangelion Rei, Sailor Moon, and Mami from Madoka.)

It's more like there are lolicons, pedos, and lolipedos who like shit about kindergarteners and teens. I'd say lolicon is elementary(3rd grade) and up and pedo is anything below that, since pedophilia is specifically about prepubescence, where as lolicon is just about looking "young."
