The first game I had to change system language for was Kuraibito that showed completely scrambled characters despite locale and other settings being fine, and I remember one person playing the original untranslated version of Yume Miru Kusuri having to do it too. Not sure if it works for circumventing DRM related stuff though.

Premium editions of Windows can change system language from control panel, but if you have another version there's Vistalizator (also works for 7) that enables you to change it. It's easy to do but the process itself takes some time and requires a restart so it's not something you can constantly change on the fly IIRC.

Despite its silly premise Pricchi has actually really enjoyable main plot and the chuuni protagonist is awesome. The gameplay is also pretty decent. Definitely a game I could recommend to everyone.
Twinkle Crusaders' main problem is that it's way too long, and despite this it's not as heavy on plot as Pricchi, though it's not horribly bad either. The girls are really cute and the gameplay is better. The fan disc Passion Star Stream improves Twinkle Crusaders' gameplay in every way so I'd suggest playing it as well if you liked the original. It also has all sorts of small extras and a voiced protagonist in the main story.

Hanahime Absolute is a downgrade to their previous games in all ways; plot is terribly boring with nothing meaningful ever happening and humor is lackluster (different main writers), there's no proper relationship development, protagonist is a boring blank slate and they somehow managed to fuck up the gameplay of PSS as well. Only good things I can say about it are the heroine designs and some battle BGM.

It's not very long (4 or 5 hours from what I remember, no routes or choices either I think), and how much you enjoy it depends mostly on whether you like the sort of over the top, constant comedy it has. If you've played something like Lamunation or Lovepotion Sixtynine, that's more or less the kind of dumb humor the game goes for, except instead of lewd jokes and American culture references it's lewd jokes and nazi wankery. The titular bomb girlfriend is a tsundere who is frankly a cunt, but not enough to the point of being unbearable.

There's a torrent on Nyaa that still seems to be active, so you might want to just download it first to check it out and then buy it if you want to support the doujin circle since there's no trial.

For BL, I've seen Japanese refer to Shingakkou and Taishou Mebiusline as such, with Sweet Pool being a runner-up, but your mileage may vary.
Shingakkou is reminiscent of the genre in the 70s, and enjoyment of it may or may not be effected by familiarity with vintage BL and shoujo manga.

It does work correctly, but the files are stuck because there are no peers with missing pieces online. To make sure try downloading some new anime episode and see if it finishes. I used it for a few years and some less popular files never finished downloading, it's normal (some did but it required a lot of patience). Share is quite frustrating and the network has shrunk considerably because of arrests and the rise of DDL sites. Forget Freenet, it's for new releases.
