There's nothing suggesting FuMO will become upgradeable anytime soon. Quite the contrary, it's rather obvious devs have no intention of making it upgradeable. There's a limit on Prinz farming, it was a hard reward of final map. In the first place it's gimped version of historical FuMO 81 meaning devs already consider FuMO25 to be too good.
And yes, its misc stats are the best. However due to the way combat works (read the wiki), T32 is actually more effective.

It's out of date and biased (the listed order is awful and some of the items shouldn't even be there). It's also wrong about AP Shells.

Akizuki guns, 20.3 (3), AP Shells, BB guns (Proto 35.6cm (or 38cm Kai), Proto 41cm, 16 inch, Proto 51cm), Tanks, T4 Sonars, T3 Sonars, T3 Depth Charges, Quints (Sex) are all great choices. You should start by giving +1 to all of them that are used often by you and later move up to +4 and when possible, to +9. Tank works differently, you want max.

I never considered 90mm useful as an upgrade choice (their only niche it has is being "free" daily upgrade) and now it needs to be max just to be comparable to 5inch.
OTO were the craze in the PT era so they aren't top priority anymore but they're still the best secondary guns in the game so it's good to have some upgraded (I use them often on daily basis but it's partly due to my strong fleet being fine with setups that offer higher consistency at the cost of lower power).
381mm Kai are great on Italia and Roma but other ships have better options now so they're rather niche. Upgrade them if you plan on using Pasta BBs.
20.3 (2) are perfectly fine if you don't have enough (3), you only need one (3) gun for the bonus accuracy in yasen. (2) are equal to (3) for CL(T)s.
Quads are fine as "free" upgrades if your subs are leaving transports at 2 HP too often.
T89 makes for great combo with Ka-Mi, so don't forget about it. Many prefer setup with two gun and tank though so T89 is lower in priority (but you have to upgrade it anyway if you want second Ka-Mi).
There are also fighters available for upgrades but I doubt devs would make them something necessary (Kaga is always there to help with AS needs). Their benefits are definitely there though. Thing is, +1 has very little value, if you want to upgrade them, you should go all the way and that isn't something newer players can afford.
