Chiang wasted his German divisions on it because Shanghai was the international city of China, the city the whole world was watching. It's not an appreciably worse ratio than the Chinese were working with throughout the entirety of the war. When you have to fight armor and airpower (hi Kaga) with conscripts you never get a very good ratio, and the alternative was simply abandoning the city.
