I like Youmu a lot, but I can see why people wouldn't prefer the protags. Aside from Sakuya's past, most of the protag characters have straightforward backstories and personalities, leaving little room for personal interpretation unless you think of something unorthodox. Side characters are a source of infinite vagueness and have more room for creativity.

Thanks. Mokou is truly great, and she could be #1 if ZUN made her a playable character in a few more games. But I've had more exposure to Marisa so I like her more, I guess.

And the blondes thing is coincidental. As far as attractiveness goes, I tend prefer dark hair, though blondes aren't bad.

Also, I should say that only spots one and two are set in stone. Marisa and Mokou have been in those spots since I even knew of their existence, but everybody else on the list, including the top ten would probably change position if I did the sort again(aside from maybe Alice). It is true that I really like Youmu, Ran, and Suwako, but they don't come close to Mokou or Marisa, and they kinda fall into the "eh, decent characters" category, even if they are near the top of it.

I like Rei'sen because, while I'd say she has the same canon personality as normal Reisen in that they're both doormats, I enjoy her design more than normal Resein and she doesn't have that silly bunny gun and has an actual gun instead. Floppy ears are cute and by the end it seems she made some new friends too. I don't know why, but seeing Rei'sen smile in the manga makes me smile as well. Memes can help a character's popularity, sure, and they're often arbitrary, but there are tons of reasons to like popular characters (excluding memes) and tons of reasons to dislike unpopular characters (excluding lack of memes).

Admittedly sometimes my personal like is so great it carries over the second criterium, and sometimes it doesn't matter how much I like a character if they are a one-off appearance with little to offer to the overall story (such as the Tsukumo sisters).

I like Yukari but agree she's overrated. What people don't seem to notice is that, for the most part, Yukari has "already won". She isn't nearly as much of a schemer in present day as she might have been in the past. It's hinted heavily that in several very signficant ways she made Gensoukyou into what it is today. Now she just enjoys the fruits of her labor, leaving any work to her shikigami and sleeping/vacationing most of the time unless something REALLY serious happens.

Personal like or dislike based on canon sources trumps almost everything, but shitty representations in the fandom can also kill a character for me.

After that, it's mostly based on character concept or design and how interesting it is. Those two alone can carry a lot of no-names or even PC-98 characters to the top 20 if it's interesting enough.

If a character gets a raw deal in canon or the fandom a lot, it can propel them up the ranks too - Kogasa, Fortune Teller, and even Cirno/Seija tend to score highly due to it.

Cool powers, attractive design, fun personality. Basically, I rate based on characters who I think are interesting. Sexual attractiveness can get a character some extra points, but it's not a huge deciding factor for me.
