It's Mozilla's poorly designed bastard child and it's huge. 3 MB wouldn't get you far, even if you used paletted mode with just 256 colors.

tl;dr: Don't be a faggot, use GIF. APNG is for Firefox's interface, that it actually renders on web pages is just an artifact.

Either 4chan uses a thumbnailing program that supports it, and it's buggy, or it uses a thumbnailing program that doesn't support it.

4chan most likely uses either GD2 or imagemagick, I don't think imagemagick supports APNG, not sure about GD2
