Two tiered firewall.

Tier 1, mandatory: All 'illegal' material blocked (http/https only?) I don't think it works on P2P. Possibly uses man-in-the-middle attack to filter https traffic.

Tier 2, opt-out: 'Clean feed', meant for children, similar to what would be used at a school, however probably blacklist based rather than whitelist.

As for Mizui Maki, she isn't 14. There are many girls out there that are in dvds and the cover and websites and what not say they are younger than they are. These dvds are usually racier and sometimes have nipple or genital slips in them. I don't know the law over there but I guess they can get away with claiming someone is younger than they are.
