It's a necessary evil that allows players to prevent other players from winning with a high point hand.

Not him, but I play CC, and any program that supports it (4winds, all the linux ones, all the android ones) allow chicken hand.

Hell, they don't even call it a chicken hand. They just pay you the shittiest points.

Of course, there's always house rules that ban chicken hand as they should, but in the core games, chicken hand is not banned.
