Once you get four fleets, spam ex2 all the time. Before you have four fleets it's more important to have fuel and ammo for sorties.
You'll deal with ammo being higher than fuel by spamming ex 38 when you finally unlock it. For now sparkle ex21 or if you have a lot of time, ex5.

Tokyo Express is no joke. Expedition 37 and 38 will have you drowning in the stuff. To the point where I do my Maruyu LSCs with min everything and max steel to keep myself from 300k. Tanaka needs to let us exchange one resource into another already. Give us some alchemy fairies.

Looking at the enemy node list, you want to go to B, since that leads to the sub node D. So basically, use any composition of DDs or CLs (perhaps 1 CL flagship and 5 DDs), just don't have 2 CA(V)s.

I got all my important planes to 1-5 by setting my CVL and BBV as mules, with the BBV carrying at least 1 seaplane bomber.

If you don't want 1-5, other places (eg. 1-1 sparkling) will do; it translates to maybe 24 battles.
