You don't need citizenship to live in Japan.

Tourism visa - 90 days
Working Holiday - 7 months (UK, NZ, Aus, etc. NOT US or Canada)
High-skilled working visa - 1 or 3 years renewable, requires a 4 year degree and job
Spousal visa - 1 year renewable, requires continuous marriage to Japanese citizen (Japan doesn't recognize gay marriage btw)
Permanent Residency - unlimited, requires 5 years living in Japan to qualify

Also, although government forms are in Japanese, none of these visas require you to speak Japanese. Jobs might require it depending on your industry.
