PvP and monthlies are enough for minor leveling once you've played long enough and got all the girls you care about at 120-150 too. When I tried Electronic Observer it doesn't work for the first time you encounter a particular formation at a particular node, but it works if you encounter the same formation at the same node subsequent times. When the battle info plugin had that feature, that was also how it worked.

(25 ASW * 2 + base 10) * green T 1.2 * crit 1.5 = 108. Elite Ka-class has 21 armor so lowest possible roll is 14. That means the highest possible damage my Hyuuga could deal was 94. And yet she scored 99.

The only reason I can think of is plane experience - Zuiuns 12 and Seiran had double chevrons.

Triple Oxy torp to +4 (Gives armor and evasion in exchange for power, good for CA torp cut-ins since their power will already be capped at night)

The major stat increases come at +1, +4, and +9. Even getting an equip to +1 if you can makes it far better than an unmodernized gun.
