You want to avoid making her a Mary Sue, which I assume is what you meant rather than "self-insert"? Then make her mentally fallible. She's lived her whole life getting what she wants through power, persuation, intimidation, nepotism, or whatever undermining method.
How is that going to impact her personality? Is it going to make her bitchy, demanding? Is it going to make her angry, maybe even confused and afraid when she's put in a situation where her usual methods don't work?

Now, dealing with power levels. If you can't get around dealing with power levels, it's your shortcoming as a writer. Create conflict and adversity that isn't simply overcome because the lilim can call a meteor from the sky to decimate her opponent. If I wanted to read that, I'd type "Superman versus" on Fanfiction.net.
If she has a goal, make it one which can't be achieved through throwing around one's strength, be it physical or magical. Or consider outside agents that limit her power, like political bodies.
Sure, the lilim could lay waste to a countryside, but does she really want to deal with the combined might of an entire kingdom because they used that land for farming?
Consider that power grants a character freedom of choice, but it's also likely going to make them well-known in their world. And when every person on the continent fears the prospect of a one-person siege by you, it makes venturing out of your stronghold for whatever reason a hassle. Maybe the dragons or whatever, who a lilim could maybe defeat on an individual basis, don't want her going up in the their mountains. If she does, she's going to incur all of their wrath.
And I realise I'm being incredibly biased with my reccomendations here, but read something like the Dresden Files if you want to see how something as strong as a literal force of nature can be taken down by a couple of six inch tall fairies and some intelligent thinking.
