Each has its own advantages/disadvantages, but it's not much difference in terms of swimming.

Cloth advantages: breathes a bit to allow any liquid inside to evaporate, can stretch a bit more without tearing.

Cloth disadvantages: changes color when wet, gets a bit darker. Takes a long time to dry, and any dirt or whatever in the water could stain it.

Latex advantages: does not change color when wet, water on the outside tends to bead up and run off making for very quick drying (on the outside). IMO, looks a little more like anime skin (i.e. better) when dry and no shiner applied.

Latex disadvantages: not completely water tight, zippers will likely leak water in, there's probably imperfections in the glued seams that would allow a little water in. Also, any water that does get in will take forever to dry and will make squeaky farting noises when you move. If there are no holes in the feet, water will tend to pool there.

Cuz just like with regular cosplay props, there aren't massive kigu-manufacturing corporations out there. There's no network of plants employing hundreds of workers that push kigu masks off the assembly line daily (not that I know of, anyway). And though the same can't be said for hadatai and cosplays (there's some cheap sources if ye know where to look), kigu masks aren't flimsy halloween gimmicks: Makers put an inordinate amount of work into making people into anime girl, and the ridiculous price tag is compensation for that, not to mention the materials and logistics involved.
