A rule of thumb is to maintain stockpiles of 4:3:3:1, with a decent minimum buffer of bauxite. Depending on how badly you're getting rekt, though, steel might jump up to 4 or even 5, and if you're a kuso admiral who doesn't regularly win AS, bauxite might jump up to 2 as well.

For periods in between events and you're just farming, it looks something more like 2:3:2:1, possibly 2:3:1:1 if you're staying mostly safe and you only have to repair very rarely.

Ammo is used faster than fuel on sortie, but bucket-tier repairs eat tons of fuel, so it really depends on what you're sortieing against.
