My guess is that people at HQ100 most likely only experienced last event or just a bit of Winter. That said, there's still over a week left, enough time to get a decent stockpile, which coupled with ~18 days of natural regen (time left in the event after using up the stockpile) should be perfectly enough. Having strong ships is another matter though. What killed me during Winter E5 was lack of strength (fleet was lv 60-80) rather than low resources.

Normally there would be no problem but against fleets full of top-tier Abyssals, even lv80 isn't enough. If it's one ship or two, no problem but if whole fleet is there or lower, it will show. Scratch from LM DDs or carriers and damage from opposing BBs and takoyaki accumulate, it was impossible to arrive at boss node with whole fleet in good condition. CV Oni on preboss was fucking crazy, much much more dangerous than CV Hime in Spring and she was accompanied by Ru Kai.
I did the event with pic related. However, in eight sorties (11k fuel), I have only managed to bring Battleship Water Demon to chuuha once. Two ended on preboss because 2-3 ships got taiha'd there. In other six I chipped 928 HP total. That's where I gave up. No point in wasting resources when I can't even taiha her and on final kill she would get two BB Himes as escorts, making the fight even more difficult.
My equipment was good though more stars would have probably helped. When I dropped down to easy, I got eight consecutive S ranks (6k fuel).

Yukikaze, Shimakaze, Akatsuki, Yuudachi, Ayanami and Shigure are better. Hatsushimo as well. She's still a good elite DD who will help you a lot.
I suppose you also have KitaOoi Kai Ni, two CAVs, Kaga decently trained and ~8 Reppuu+Shiden Kai Ni. If yes, then all the basics are covered. If you don't have Ooyodo, farm her when the event starts, FCF is incredibly important for combined fleet.

I had a lot of free time back then so I could sparkle quite a lot and send expeditions without noticeable delay.
I run ex2, fully sparkled ex5 and sparkled ex38 all the time, with ex35, ex38 and... I think ex13 overnight. Ex5 10-11 times a day, ex38 7 times a day.
I also did all the quests. Quite a bit of remaining composition/sortie ones but what's important, all dailies and weeklies. You only lose resources doing World 3 bosses, World 4 bosses and 4-4 quests but they lead to screws so they're worth doing. By doing World 2 daily on 2-2 you gain quite a bit of bauxite (I used 5DD + Chiyoda with Seiran on one slot for branching).
