I don't blame Reimu that much. Youkai extermination is her job. It's a rotten one, but somebody has to keep everyone off each other's throats. She's always been rather aggressive about that, but the latest print works make it stand out a lot more blatant.
Marisa however is out of control.
She uses her affiliation with the Hakurei Shrine maiden to literally get away with murder. I hope the Yama catches wind of this.

Except he didn't fully turn into youkai yet. And since Count-kun explicitly ran away from the sight of any witness and planned to live away from the village, sending him back to the netherworld is pointless for the goal of preventing more jinyou from popping up and disturbing the balance. Unless she collected his ashes, went to Human Village and proclaimed "this is what trying to ascend into youkaihood will do to you, fuckers" to everyone offscreen. Otherwise, not using lethal force on Count-kun had no downsides for Reimu (nor am I fully convinced that she *could* kill him in what looked like a brief and one-sided danmaku battle - he might have been "killed" in the same way Reimu killed Sakuya in EoSD or Yuyuko killed Mystia in IN by eating her).

Not all youkai do that. If it was going to do that, it would have happened already. It's also implied that youkai born in that fashion are dangerous because they act more like classical human-killing youkai and ignore the rules of Gensokyo.

It seems like some people are just upset about her perceived hypocrisy for killing the count but sparing other youkai that have actually posed a threat to humans. Really though this incident just confirms what has long been suspected. Reimu isn't a shrine maiden serving the interests of humans, she's a shrine maiden serving the interests of the Youkai elite. Youkai rebellion occurring (DDC)? Better put that shit down right away. Let's face it, Reimu is just the gap hag's personal errand girl. Hence why she went apeshit and actually killed someone for threatening the balance of Yukari's little pocket dimension, even though they posed no actual threat to humans.

Yes, and it's not supposed to be some kind of revelation. Back in Oriental Sacred Place, for example, it's said that the Hakurei shrine has so few visitors because the humans think of it as a Youkai shrine.
