Not at all.
If you read the introduction of the new game you'll see that no youkai noticed the Lunarian menace. Without Reimu and co using the help of Eirin Gensokyo would be fucking dead.

Also even in SSiB Remilia was just a shitty pawn just for the sake of building a rocket to send Reimu to the Moon secretly using Eirin's help in the hands of Yukari that had to find an original way to mess with the Lunarians because in a direct battle she would get her ass kicked.

The problem with having a cast as large as Touhou is that it becomes harder and harder to justify threat inflation.

Lets say the lunarians are using some kind of dream-path hax to enter Gensokyo without being detected by the more meddlesome natives, like the Yakumos or the Scarlets: This still leaves the Tengu, who are explicitly supposed to keep the youkai mountain under tight surveillance, looking like morons.

More troubling, Yuuka used to have a mansion right by the dreamlands. You'd think that a powerful youkai like her would have ways to know that an invasion force is passing through her old territory.

You could make a good case that is actually easy for an invasion force to sneak into Gensokyo, because the place is a kitchen sink already and nobody gives two shits when yet another group of weird youkai arrive. And if said youkai arrive causing trouble and making apocalyptical boasts, they probably cause even less of a commotion, due to the huge case of deja-vu everybody else should be getting.

But once the lunarians start to cause serious problems, like say, "purifying" places holy to Suwako and Kanako or parts of the Hakurei barrier, it becomes impossible to not imagine a general rush against them.

What must be happen in LoLK is that the likes of Yukari and Kanako realize what's happening, but then say "I'll let my shrine maiden have a go at resolving that first". And then the armpit shrine maidens actually go and beat the lunarians, up to Tsukiyomi, because Touhou is this kind of game.

But I have no doubts that if somehow Reimu and co. were beaten back and the lunarian invasion proceeded "seriously", then the "powerful youkai" would have little trouble with sending the Eagle Ravi back to the moon in several very small coffins.

I think the take home lesson about the vampire incident is that vampires, the Scarlets in particular, are seriously hardcore, not that youkai are a joke.

Actually, the Scarlet. Forget Remilia for the moment: When one of the vampire lolis has the "power to destroy anything", wondering if the other one can or not control fate is seriously small beans.

Flandre alone would force the vampire incident to end with some kind of accord by grabbing the eye of something Yukari can't risk losing (Ran? the Hakurei Barrier? Yuyuko?) and threatening to crush it.

There's never been any indication that Flandre was ever a part of the vampire shenanigans. Additionally, it doesn't make sense for the Hakurei Barrier to have an eye, and Yuyuko is a ghost.

That being said, we also have no details on the skirmish of the Vampire Incident. Despite the more powerful youkai being the ones to beat them down, that says nothing about whether it was difficult or not. Half the point of the incident is just that they were making too much of a ruckus.
