Humans wouldn't have access to it for the most part and might even refuse to use it.

I assume monsters don't always have it either. The army uses it but not everyone is a part of the army.

It also might depend on the strength of the user. So it won't do much damage if you're weak with it.

I prefer finding the weakness of monsters. So for slimes you would use fire, and dragons you might use ice or pin their wings in midair

Well, remember that in the end it's a human hand that usually applies steel to their scale, and this thing isn't particularly an nice crush test device. Maybe a bullet or a powerful siege crossbow could pierce or crack the scale.

Also, I believe it's not so inconceivable even from a physical standpoint. Diamond for one is by far harder than steel, but you couldn't really say that from looking at the material, being all glass-like and all.
