From what I undestand, he merely gave the "ok" for fanmade games to be allowed on PS3, Vita, or whatever. He's not directly working with them. He's allowing doujin games to release their stuff on thsoe platforms, which is what he always been doing. Letting people make whatever they want and release wherever they want. I see it as no different from allowing game makers from releasing their games on the PC.
