I guess it makes sense in the big picture.
Humans becoming youkai would probably make fear in youkai drop, which in turn may encourage more youkai-turners, which means even less fear in youkai, causing Gensokyo to go extinct.
This was probably established some time after the border. We can't have youkai-turners turn the supply of human fear and faith rotten.

My "No guts, no glory" plan of exploiting the forest of magic is still okay though.

One point of the spell card rules is to offer weaker parties the potential to win, so the line explains that the duels simply aren't about blatant displays of power. Meanwhile, 体力 isn't about "physical strength" in context, but stamina. Literally a term for health in video games. They also misunderstood the grammar originally so they thought 体力に任せて was a qualifier rather than a compound, which led to "attacks that rely on strength", and they also missed that it continues from the previous line. The actual point is "You have to outline all of the attacks you'll use ahead of time to clearly define an end to the duel; you can't just keep fighting forever just because you want to". Gensokyo is corrupt at its nature in the first place. Shiki drops a lot of information at the end of PoFV talking how Gensokyo own cycle is 60 years, which then ends and starts again with a flower blooming period. And these flowers originate from massive amount of spirits of the dead from the outside. Shiki indirectly is telling that Gensokyo is the cause of many deaths in World War 2 and whatever catastrophe occurs during the events of PoFV (and it will happen again).

If the problem is that human villagers specifically aren't allowed to become youkai, that's probably because its necessary for Gensokyo's continued existence that they not. If the humans catch on that there's a means, or multiple means, to become a youkai there's next to no reason why they wouldn't, but if that happens then, at best, the mystification of youkai, and therefore the fear around them, is undermined with negative consequences for the Youkai population writ large. Worst cast scenario the human population becomes entirely Youkai (enough do it that the remaining humans dwindle away) and without humans to believe in and fear them the Youkai and Gensokyo are no longer able to exist. Actually technically that's where the afterlife system in 2hu draws a line too, because it's the Buddhist afterlife. Well, karmic law makes it so that even killing bugs have repercussions, but it gets heavier the more "intelligence" a being has. There is nothing relative about killing for this system, in the sense that no killing is absolved, but of course killing to eat is not the same as murder for unnatural reasons. Humans would eventually have to deal with those problems, hence why they call out to Reimu, but it is not an attack. There is no sinister plot in any of those games to hunt and kill villagers or to destroy the border. You have to understand how serious and delicate the balance of the ecosystem is to Gensokyo. Yukari, Reimu, Kasen and several other characters already talked about it in great length, if something threatens it it will be dealt with much more seriously.

I think it is interesting at the very least that both of the current manga hint that more serious events are coming, those being Kosuzu turning youkai and Kasen threatening the barrier. The reason is that the very first Kappa legends featured them as terrible monsters who would extract your soul from your ass and didn't fear humans at all, and over time they changed into neutral/friendly guys who didn't do the ass extraction thing and in general preferred not to have anything to do with humans at all.
It can be supposed that there must be some Kappa in Gensokyo that want to do that (because the extractor device does exist, but they can't kill human villagers so who cares anyway), while others just don't care about it.
