One point of the spell card rules is to offer weaker parties the potential to win, so the line explains that the duels simply aren't about blatant displays of power. Meanwhile, 体力 isn't about "physical strength" in context, but stamina. Literally a term for health in video games. They also misunderstood the grammar originally so they thought 体力に任せて was a qualifier rather than a compound, which led to "attacks that rely on strength", and they also missed that it continues from the previous line. The actual point is "You have to outline all of the attacks you'll use ahead of time to clearly define an end to the duel; you can't just keep fighting forever just because you want to". We're getting sidetracked here, let's get back to the insanity.

So the things Reimu is complicit in include things like essentially farming a human population as cattle and systematicly massacring hundreds or thousands of human beings and feeding them to youkai. And she's a shrine maiden.

What's going to happen when she dies? Her crimes are so beyond all redemption that Shiki will send her to hell. Or not, which would make Shiki completely corrupt. So Reimu is straight up evil and going to hell, or she's straight up evil and going to get off scot free because the judge whose supposed to be incorruptiple is corrupt.

And what about Yuyuko, is she alright with her best pal committing mass murder, when she fucking killed herself because she couldn't stand even accidentally killing people?

Shiki drops a lot of information at the end of PoFV talking how Gensokyo own cycle is 60 years, which then ends and starts again with a flower blooming period. And these flowers originate from massive amount of spirits of the dead from the outside. If the problem is that human villagers specifically aren't allowed to become youkai, that's probably because its necessary for Gensokyo's continued existence that they not. If the humans catch on that there's a means, or multiple means, to become a youkai there's next to no reason why they wouldn't, but if that happens then, at best, the mystification of youkai, and therefore the fear around them, is undermined with negative consequences for the Youkai population writ large. Worst cast scenario the human population becomes entirely Youkai (enough do it that the remaining humans dwindle away) and without humans to believe in and fear them the Youkai and Gensokyo are no longer able to exist. Yeah, killing that guy seems to be a bit much, but if she lets him go then she opens the door for more villagers to try and a bigger mess to clear up.

I doubt Reimu appreciates that, but it was probably the rationale behind the ordinance, at least.

No, no. The whole sixty-year cycle thing is part of grander scheme rooted in history and early chinese astrology and shit. It's stated as fact that history occurs in cycles of 60 years, and the system surrounding this cycle is representative of this, not the other way around. PoFV and the works surrounding it (CoLA 27, SDV short, etc) are integrations of these ideas into Gensokyo. The calendar system, the Ba Gua, and so on.

Actually technically that's where the afterlife system in 2hu draws a line too, because it's the Buddhist afterlife. Well, karmic law makes it so that even killing bugs have repercussions, but it gets heavier the more "intelligence" a being has. Japan took the "you turn into a preta if you do bad things" angle and applied it to various other monsters, so if you commit a sin in life, you atone it in the afterlife by becoming something that has to do with that sin. If you steal oil you can feed on nothing but it in your afterlife, if you steal too many coins they become embedded in your arms and turn into eyes, that sort of thing.

I never said they weren't problematic but they aren't a direct threat to Gensokyo either. Humans would eventually have to deal with those problems, hence why they call out to Reimu, but it is not an attack. There is no sinister plot in any of those games to hunt and kill villagers or to destroy the border. In fact I'd argue that the "worst" incident was IN's which involved Lunarians and even got Youkai involved.

You have to understand how serious and delicate the balance of the ecosystem is to Gensokyo. Yukari, Reimu, Kasen and several other characters already talked about it in great length, if something threatens it it will be dealt with much more seriously.

I think it is interesting at the very least that both of the current manga hint that more serious events are coming, those being Kosuzu turning youkai and Kasen threatening the barrier. If Reimu really is biased we will know for certain if the events that she has to seriously face Kasen/Kosuzu comes up.

Reimu, while not having any particular affinity for human or youkai, is primarily, benignly self-serving, above all else.

It's not like entire battalions of trained soldier and armories full of guns are getting transported into Gensokyo. The reason is that the very first Kappa legends featured them as terrible monsters who would extract your soul from your ass and didn't fear humans at all, and over time they changed into neutral/friendly guys who didn't do the ass extraction thing and in general preferred not to have anything to do with humans at all.
