They could simply make it so easy mode allows any tagged ships to sortie.

That is, you send Kisaragi to E1 easy, and now she has a pretty ornament and you can't send her to E3 medium, but you can still send her to E3 easy.

The problem here is if there's 3 lockouts people can easycheese the second so they can bring stronger ships to the third on hard mode. Possible solutions are putting a must-have reward in each lockout that requires medium or hard, forcing you to do everything on medium or hard to unlock the last map on those, or just not giving a fuck and letting people cheese it.

You run them with a CI setup (red/yellow/plane/32 or 14 radar). CIs get a huge accuracy bonus, and even if they would normally miss they still scratch instead.
For the equipment you basically just try to use the guns with the biggest accuracy bonus and then go for Double Line if you still miss/scratch. Modernization helps with a more consistent damage output.

Jesus fuck, it took me five fucking sorties to do the 5-2 weekly. Just fucking how. I only got a bit of bauxite despite the huge quest reward. And lost fuckload of fuel, ammo, steal and buckets. Didn't even get Mikuma/third Taigei, only Zuikaku whose counterpart was constantly choking in my fleet.
In the past I almost always reached the boss and S ranked it. In the past, Demon/Princess on that map wouldn't crit my ships all the time. In the past, double attacks would actually kill the enemies.
