The intensity of Mokou and Kaguya's rivalry has sharply escalated since you came to Gensokyo. The collateral damage caused by their battles has created more problems than Reimu cares to deal with. To stop the violence, Reimu has asked Yukari to gap either Mokou or Kaguya out of Gensokyo. Because you're new Reimu assumes that you're probably impartial or whatever, so she wants you to decide who has to leave for her.

Who do you choose to stay and why is it Mokou?

You know, as much as I like Mokou better than Kaguya, I think Gensokyo would be losing more if Kaguya were to disappear. She is the head of a big household and many of the members of that household rely on her presence to keep them together. Mokou on the other hand is somewhat of a lone wolf. She relies on no one and no one relies on her. If she were to disappear then nothing would change.

On top of that, Mokou would probably able to handle being alone on the outside better than Kaguya could. Mokou has lived like that all her life. It is business as usual for her, as opposed to Kaguya who is royalty and has never had to live like that before. Sure, she has an eternity to adapt but it is going to be tough shit for her until then.

But yes, Gensokyo would lose less with Mokou being gone.

Kaguya is boring (and a huge troll with her quest, but that's not the point), is happy banished with the love of her life (don't deny it), subordinates/people who follow her every whim, most likely a lot of bunny bodyguards, is a Hikki and does practically nothing all day.
Mokou meanwhile taught herself how to summon flames from within, doesn't get close to people since she doesn't want to hurt them when they realize their mortality / doesn't want to get hurt herself because most of them are going to die soon, nevertheless helps people out of the never ending maze that is the bamboo forest (which is at least something compared to Kaguya's slacking) and at least has the moral sanity to regret the whole Hourai affair.

Mokou is just a pessimistic retard that doesn't know how to enjoy immortality, even a little bit. It's not like she ever did anything with her immortal life apart from hating Kaguya and being an angsty idiot. A lot of other Touhou characters, even some that were once human, have lived for a long time yet all of them have always found something interesting to do. Mokou sounds like the boring one to me. I would prefer a refined, carefree princess that likes to tell stories to her visitors. She is not a slacker, if anything she has expressed the desire to help humans since she feels as a part of Gensokyo's society now. And the part about her subordinating people doesn't sound right, she has never been depicted that way.

What Mokou actually has going for her is "appearance". Look at this shit: Long white hair, intense expression, hands on pockets, torn shirt. Her power is "control of fire" and when she needs to power-up she gets a Phoenix aura. For Kanako's sake, this is straight from a chuunibyou's notebook and that's the entire cause for her popularity: Some people decide to ignore her entire whinny history and think she's Gensokyo's dangerous delinquent.
