If you're really new, remodels and modernization are all you should worry about. Levels don't make much of a difference outside of the nightmare difficulty event maps. Beyond that I think 70 is a comfortable level to stop at with your best ships. As for equipment, you'll be crafting planes for a while. You'll want about 8 Reppuu, enough Suisei and 41/46cm to fill a support fleet and then some, a few Saiuns, some Sanshiki and AP shells, and some decent radar.
