Japanese morality is typically more in line with the law than with personal beliefs, at least as compared to the US. You will see far less marijuana smokes, but generally far more cigarette smokers. You'll also not see anyone with uncensored porn, but you will probably encounter a small number of people looking at magazines with topless women in them while riding the train.

There ARE people who do illegal drugs, it's just much less socially acceptable and therefore not as common.
