Several things.

1) When reaching Nirvana and ascending people no longer have bodies, and need to posses living things to interact with the world below.
2) Tenshi never reached Nirvana, and became a Celestial on her parents behalf who basically took her with them.
3) Byakuren is a hypocrite, and idiot with no real plans to change Youkai & how human beings perceive them considering most youkai are feral/live off of fear. Pacifying them doesn't get rid of that natural instinct they have, and doesn't get rid of unnatural fear humans have of them in Gensokyo.
4) Celestials have bodies, people who reached Nirvana don't.
5) Byakuren is a horrible leader who's unable to keep her file-and-rank disciplined, and well trained to what her temple teaches. And her officers are just fanatically loyal already, but that doesn't really help.

Miko is based on the historic character Shikoku. Famous for making a bunch of laws. It's unclear if he really existed or not, hence why ZUN pulled him in Gensokyo, making him a manipulative magnificent asshole. In the Touhou movie, his character would be played by Orson Welles. Futo is of the Monobe clan. Not quite sure what they were historically, but according to her backstory, she betrayed them. Can manipulate Feng Shui, with unclear effects. Soga is of the Tojiko clan, who is actually relevant. Seems to have a feud with both the Mononobe clan, and the Fujiwara clan. Details unclear. Probability of Tojiko sucking Taira or Minamoto cocks. Also she's a ghost, which means she hasn't done the shikaisen ritual, and therefore may not be a skilled taoist. May not be a taoist at all. Doesn't speak during the game.
Seija. A chinese. Extremely twisted and shrewd. Do not trust her. Doesn't like walls. She likes to play Santa Claws, but hasn't got the part about GIVING presents. Uses Chinese Taoist magic and undead servants. Would glady hire in Dominions and spam Raise Jiang Shi for easy victory, with her ability to ignore walls, she would make sieges as easy as learning the lyrics for "Here's To You, Nicolas and Bart".
Miyako. A Jiang Shi. Or Kyonshi. Or Stiff Corpse. Not sure which is correct. Another Chinese girl. Not exactly sure how immigration was back then, but I'm sure I would have trouble bringing a zombie in Japan, even in a basket. Isn't directly affiliated to Taoism. The Soga were pro-Buddhist, the Mononobe anti-Buddhist. They got into a war over it. In Touhou, it was part engineered by Shotoku and Futo, because the Taoists believe it'd be much easier to rule over a nation of pacifists than a nation of superpowered Taoists or Shintoists. This doesn't mean Futo loathed the Mononobe- she didn't abandon her name, even though IRL, almost all the Mononobe survivors either changed their names to Isonokami (or other names) or fled to distant regions- so she probably felt spite towards Tojiko just because she was Soga.
Soga was also *probably* based on Shotoku's IRL wife, in which case other factors may have come into play...
