EO maps still rely on levels so it wouldn't be wise to unnaturally inflate your HQ level when it's not even needed. As for accessing the harder levels of event maps, although you'll get better rewards in higher difficulties, it would be reckless to charge in a Hard Mode map when your ships are underleveled

Expedition 5 gives 300/300 on great success, 200/200 normally. Each sparkled ship is 1/6 chance of great success, so on average you get 266.7 with 4 ships sparkled and 300 with 6 ships sparkled. Considering that sparkling a DD on 1-1 costs 6/8 (or 6/6 if Mutsuki class) it's always worth it to sparkle 6 ships for it since the sparkle will last for multiple runs.

However, e5 is a 1.5 hour expedition so even though sparkling significantly increases your rewards the amount of effort required to sparkle everything might not be worth it.

Everyone bitching about 3-2 is nuts. I literally just cleared it for the first time. Got straight to the boss with only 1 ship in the red (all others were green.) The torpedo phase sunk 4 ships on the boss node. Didn't get a screenshot because I thought I was done for. For those interested, I used:

lvl 27 Yukikaze (2x quad o2, Damecon)
lvl 48 Shimakaze (2x 12.7cm, Damecon)
lvl 41 Fubuki (2x 12.7cm, Damecon)
lvl 42 Ushio (2x 12.7cm, Damecon)
lvl 30 Shigure (2x 10cm, Damecon)
lvl 54 Yuudachi (2x 10cm, Damecon)

Yukikaze was only about half modernized, and Shigure didn't have full firepower.
