Because there's just so much you can do in terms of character design when you have to move inside a frame as tight as cute japanese girls.
A good example could be Love Live that has many stinkers among their normies side to side with characters that look more attractive than the main cast. QC suffers a lot when you have to dish out so many characters in one go.

IMO, they managed to do a better job on im@s by taking every gimmick they could make use of, even though Kanako looks like a fatter Miku or there were some serious casualties like megane being assigned to an idol nobody gives two shits about.

Cinderella girls has some of the worst voice acting I've heard in a long time. Kirari is obviously the worst by far, the others are mostly a case of voice not really matching the character while Kirari's voice is just plain awful no matter who you give the voice to.
