I grinded my DDs up enough for multiple shifts of perma sparkle expedition 38 and haven't had much luck in crafting. 46cm guns, reppuu, boilers, turbines, radars are all myths. Haguro and Isuzu Kai Ni have Type 22 Radar, both are pretty easy to get. Kongou Kai Ni also has one. I suppose you already grabbed one from Shigure Kai Ni. There's also 22 Kai from Myoukou Kai Ni quest. I never really had problems with radars thanks to Akizuki's Type 13 Kai and random Type 13 from I don't know who. And as one anon mentioned, Sonar works too, especially Type 3. 4 radars are enough in my opinion because you should have one luck based DD with torps only) and flagship can also bet on cut-in.

Type 3 ASW flagship (little chance of outdamaging carrier without Type 3 eq)
Two fillers capable of killing Elite CL (for example CA, good ones have disabled double attack)
CVL (with 9-10 ASW if training DD - so it can sometimes taiha sub without killing them - necessary for second shot for flagship if you get pattern with only three subs)
BB with accuracy eq like 2 yellow and radars
CL or something else ASW, could be CLT to take care of another abyssal

You can use CV instead of CVL (worst dive bombers are preferred, I use just two) and one CL instead of CA.

Flagship almost always gets MVP at second node, ideally 1674 exp per sortie. I like 4-1 because it's two nodes and is less repetitive. Also lets you train diverse fleet. Grinding at 3-2 is perhaps more effective if you switch subs but I don't want to abuse them so much. You can obviously switch subs here too.
Big advantage of 4-1 over 4-3 is only 12.5% chance to see BB (and it's just elite+normal instead of flagship) and a lot of fuel 25% of the time. Well, you can also refresh if you get sent to BB node in south.

Even Poi needs a crit to kill Elite CL. Normally her base damage is 84 with two +3 guns. Subtract CL's armor and you're left with ~50 damage, often not enough to KO.
Normal DD has 49 firepower, in your scenario of head on and subtracting higher roll of CL's armor you would be better off dealing scratch damage.
Poi in head on has her base damage reduced to 68. You need the best possible roll of weakest Elite CL's armor, to KO it without crit despite using the strongest DD.

Red CLs in 4-1 have 30-34 armor.

Yellow CLs in 4-1 have 36-39 armor.

If you're training DD, you don't bring another one due to branching rules.

The usual result of first nodes is 1-2 stagglers left in red~orange. Torpedos finish them, it's all but guaranteed S rank. If you're going only for the first 2 nodes you can drop carrier and roll with 5DD1BB. The result would be similar, though at red T it would get dicey.
It's not about resource consumption, it's all about exp. CAs are workhorses, you use them everywhere and they'll naturally level very fast without purposeful grinding. Destroyers are not. And last event and E-2 in particular clearly showed how important it is to have many high level destroyers, to get the shit done without sabotaging ex37/38. Though with all those new shiny K2s it's becoming less important, I guess.
