There is a reason why carriers like Akagi perform way better than the cranes.
Sames goes to Ise/Fusou compared to Kongou.
The game is random enough so that you can use any ship of a given class instead of another, but minmaxing improve quite obviously your chances of success.

Stats do matter at some point, even moreso when it comes to night battle and last event maps.

I actually didn't sortie a bunch of my favorite ships for E-4 because I was being paranoid about them adding a new map that would lock out ships from E-4 later. So I just ran a cookie butter fleets to minimize the amount of ships needed.

All around plane distribution is crappy because you have to commit more fighter planes as their slots isn't enough. They also have 10 firepower less than the other regular CV, which hurt the damage output by longshot.

Way too small? You only need 1 low digit plane slot for the required saiun for LOS. The rest, 15-20 is enough for Ryuusei Kai or Suisei 12A, not to mention the special planes like Egusa.

Whereas average slot are extremely crap for fighters, which is what you want to capitalize for air superiority/supremacy.
Artillery spotting aside, gaining superiority/supremacy radically change the damage you take, and thus the resources consumption for a map.

Let's compare Zuikaku and Akagi for instance:
Akagi gets 67 fighter power with Reppuu kai on her biggest slot, Zuikaku gets only 58.
In a map that require 60 FP, you would need either another fighter plane for Zuikaku or replace something with a type 62.

Moving on:
If we place 1 Ryuusei Kai and 1 Suisei 12 on both Akagi and Zuikaku other slots, Akagi deal more damage than Zuikaku regardless of the formation you take (168 VS 153 on parallel engagement)
The extra 4 slots of Zuikaku's slots do not compensate the 10 firepower loss she has compared to Akagi.

Let's not talk about how shitty Zuikaku last slot is: it is too big for a Saiun slot, but mediocre for air/normal attack altogether.

In a map that would require 220 FP, you would have to discard an attack plane for a figher, making the damage difference even bigger.

The same can be done with the dragons.

Really? Since I started using Echelon ~20 tries ago they only penetrated the armor once. The biggest problem with them is that after someone goes orange after Kai's cut-in, Elites tend to target that ship and their scratch double attacks are enough to make orange red. Gold Chi at first node is bigger problem if he manages to stay healthy because of that broken 120 torpedo and godly accuracy.
