Pale skin was held as ideally beautiful in Japan and still is, this is pretty standard.

A healthy tan it can help highlight details and definition on a girl. It can work the opposite way and highlight defects on a person but that's where the beauty of girls in art comes in, you can not have those and simply have delicious dark skin tones with all of the benefits
