It's Mamizou instantly defeating a snake turned youkai by literally blowing smoke up its ass about "The rules of Gensokyo". He's all "Hey, wait, I'm allergic to the tobacco brand you're using! It's making me involuntarily shapeshift!" and Mamizou is all : "I knew. That was the whole idea, moron".
So, apparently, the rash of dine and dashers were actually CREATED by Sanae convincing the village populace to put perishable good donations at roadside shrines to "repel the dine and dashers and evil snakes creating them", but Mamizou is all "a bunch of snakes ate the donations, turned into youkai, became the dine and dashers, encouraging the villagers to donate more".
Also, I think Kosuzu figures that snakes are only afraid of one thing :EBOLA, which she assumes is a giant slug of some sort, hence why she ends the cycle by convincing Sanae to put toy slugs on the shrines instead.

I've never really liked Mamizou design till FS's change of design to a more retired refined mob boss feel, it just seems to suit her far more.

Mamizou style now just because she deserves it.

ZUN is really trying to jam his shitty TD characters and try his damnest to make them better than the others by whatever means, be it by trying to make Miko look cool with a cape and lightsaber or make Mamizou a meta character like Komachi, it's painfully obvious and it's just embarassing.

iirc Mamizou is based on himself and his wife so that would explain a lot.

No, that was just Inaba, which is why people don't like to treat it as canon. All the other mangas have ''written by ZUN'', what the artists can do on their own is the dialogue-less cameos like the shitton of ones Makoto and Azuma love to draw, as for the new character designs it's not clear which one is done by ZUN and which one isn't, because at first you could assume Alphes came up with Suika's design but in an interview ZUN later showed his Suika drawing that he gave to Alphes to follow.

Not that guy, but the reported level of scrutinous detail ZUN gets up to in his writing already makes a very convincing case that there is very little input from other people. Plus there isn't any indication that other people are part of the writing process; Inaba was clearly an exception.

What isn't generally defined by ZUN though, are the outfits and many location details. It's been mentioned before that despite how oddly detailed ZUN can get in writing, we get things like the shrine often looking different across artists, or more obviously the SDM's design (which has zero consistency).
