I don't think that's what it's about. I'm not sure of the whole thing though, usually in fiction only certain people can see the god at a shrine but since everyone can see the gods like Suwako in touhou I don't really get why can't they just see the Hakurei god walking about the shrine. Unless the god is possessing Reimu or something, that would explain why she's that strong as well.
