Make her more of a sidekick figure. Do not explicitly let her speak unless the players try to interact with her.

When it gets boring, find a suitable place to release/dump her, negatively if the players didn't like her, positively if they do. consider having her live in the players home base if they have one, so she isn't 'on camera' for too long, or detracts from the atmosphere.

Dungeon Master Player Character. Different from regular NPCs because of the connotation of them taking on a significant role in the game for whatever reason.

Contrast: The Cleric Bob who the players hired to heal them and otherwise keeps his head down when things get heated is an NPC, or maybe a henchmen or something like that. The heir of the kingdom who conscripted the players into overthrowing unjust rulers and is leading them into battle is a DMPC.

Please remember that, even though you think of her as Touhou Rumia, your players think of her as Your Game Rumia, and the two are not really the same. Your Rumia is being put through the filter of your setting and the events within it and changes accordingly. With a good aligned party? Depends. If they just drag her about without making any effort to really discern her nature, there will likely be a chain of grisly murders that occur where ever the party overnights, culminating with experienced youkai exterminators (or paladins with poor senses of humor) confronting the party.

If they make an effort to learn more about Rumia, they may have fun magical girl antics that culminates with a tearful farewell as they send her back to Gensokyo to all of her other friends.

They're currently sitting on the Plane of Dreams, so most of the things they run into are dreamers. Rumia will be sad when she tries to go for a midnight snack and finds out the only real person inhabiting the plane of dreams (The party is all dreaming too) is a goddess.

Well, it's true that Rumia has more of a "I eat humans because it's a youkai's job" stance rather than "I eat humans because they taste good and I'm hungry" stance. Even then, she doesn't put much spirit into it; wandering the woods at night and only eating what she blindly bumps into is admitted by humans and herself to be not very effective and easily avoided. Plus when it was suggested by Aya that she hide in the darkness by roadside and ambush humans, she brushed it off as too much effort.

I get the impression that Rumia has a deeper understanding of the existence of Youkai than she lets on, either due to the amulet or just being older and low key like Yuuka. Fear of darkness is an old and instinctual thing for humans, even though we consider it a childish thing as adults, deep down we never lose that fear of the dark.

Okay that second part was opinion but the point is Rumia isn't just a hungry moeblob unless that's how you want her to be in your game.

OP, if I were you, I'd turn her into a comedic relief character. DMPCs can be troublesome to include for obvious reasons, so I would tend to make them stick to the side lines and sort of lighten the mood. Rumia is the easy going type that could make for some scripted hijinks.

For instance, PCs leave her at home with a mysterious orb. PCs find out the orb is a seed from a wise tree (think Deku Tree from Ocarina of Time) that was produced to continue his lineage. Upon return Rumia is laying down with a swollen belly and when asked what happened "The orb started glowing and it was bugging me, I was trying to think of what to do, but then I got hungry..." she burps as a leaf floats out from her mouth. "...So I ate it." Then the quest becomes get Rumia to throw up. Maybe giving her vegetables because someone thinks she may have an adverse reaction to them with how much meat she eats, a trip to the apothecary, or maybe the PCs plant Rumia in the ground, so on.

Basically, don't play her, have the PCs play with her would be my suggestion.
