Another anon here, for 5-4 I used 3 carriers, BB with only 1 main gun, flag CA/CAV I wanted to level with double attack setup and 1 SS / random exp leech. After your CV(L)s are at v. low morale, you can grind almost non-stop while rotating BBs and ship in the second slot. I did it months ago so I don't remember my plane setup, but it's a mix of fighters and bombers. Every carrier had some fighters to secure air superiority and lower their damage during the opening air strike. Experimental optimizing was necessary.

Why would it be different

There's:
Fubuki, Shirayuki, Hatsuyuki, Miyuki, Murakumo, Isonami, Shikinami, Oboro, Akebono, Sazanami, Akatsuki, Ikazuchi, Inazuma.
If it's just one DD, it's extremely unlikely it would be a starter as they should be more or less equal. Fubuki is already special enough thanks to 17 luck. Four out. I honestly doubt Akebono or Oboro would receive Kai Ni. This leaves us with:
Shirayuki, Hatsuyuki, Miyuki, Isonami, Shikinami, Akatsuki, Ikazuchi. With those it's pretty much random (historyfags could help). Personally I would count on Ikazuchi (as they like favoring one of the pair - think Raiden) or Akatsuki - all the others are extremely similar so it would be a roulette and I want to believe some reasoning exists. Personally I'm hoping for Akatsuki and I know she did some nice things during WWII which would up her chances but I don't know about accomplishments of her competition.
