When they were discussing additional characters to add to the game, Mokou and Kaguya were put on the table but decided against since they wanted more early stage representation, instead of more final bosses. This is where the early mistranslation of the interview concerning them being "too powerful" comes from.

Instead, they planned on Wriggle and Nitori but they didn't have time.

Making a complete, fully functional fighting game character and then just throwing them in the dumpster because they're unbalanced would be complete insanity.

Why? A lot of reasons, for example:
The name of the characters is not displayed. The interface is "full english", and it should be full-japanese, especially if it's a "project" of game. The background is a simple image with no depth, false 3D or additional sprites. Some of the graphics look like they're photoshopped, like Patchouli's hat and clothe's lines. And it still looks suspect that the lifebar acts like someone just got hit but both of the characters are in an "idle" position.

I found a twitter of someone saying something like he'd wish to see some old touhou games re-made with this resolution, but that doesn't prove anything, yeah.

Doesn't have to be made in japan to be an anime fighter.

Marvel vs Capcom 3 is essentially an anime fighter but no one in the community likes to admit it. Anime fighters tend to have a negative stigma. Players are seen like the 90's era nerds and everyone else is the jock. They tolerate you and look down at you.
