Kaguya's quote also deserves to be taken with a grain of salt, considering she says in the same breath that the moon created youkai; while perhaps true, the method of which is important and wasn't actually the fault of Lunarians. This form of Lunarians claiming to be masterminds of everything is common, and implied to be false in most cases. They're quite full of themselves.

It's unknown at this point if Eirin really invented magic, but considering she was the only thing alive on the Moon for a very long time, it would only make sense for her to be the progenitor of magic.

And they may be full of themselves, but their power is not to be screwed with.

Eirin can seal all of Earth within a barrier on her very own which can cause Lunarians to lose their mystical methods of travelling between the Moon and Earth, while Yukari requires the assistance of several ancient youkai to put a barrier over a land-mass the size of Gensokyo. Not only that, but the barrier has holes in it.

Yukari is the youkai sage.

Eirin is the lunarian sage.

Lunarian > youkai.
