Fubuki is the main character of the anime, heavy cruisers are pretty much forgotten about. All the heavy carriers are pretty flat apart from Suzuya. Shimakaze is marketed just as much as Kongou and Atago as they're the most popular 3 characters really. The bigger more well known ships are battleships and hence more big breasted so it's not really a surprise.

Effort goes into lolis though, look at the ships Fumikane has drawn, only Bismark was big breasted. Amatsukaze was the "main" ship for the last event. Quit talking out of your ass because you're bitter Touhou isn't getting as much content made for it now.
