There was a deal with the underground youkai where they would stay underground and the youkai above ground wouldn't go into the underground. This was not a problem for the underground youkai because they went there voluntarily and it wasn't a problem for above-ground youkai because they were scared shitless of the oni and the other dangerous youkai. Above all though, this was a formal agreement; the youkai above-ground didn't go underground because they made that deal. It isn't as though the above-ground youkai were the ones enforcing this rule, it's those underground that hold the bargaining power. They were given the underground to freely use, without influence from those above ground. If those above ground break the deal, the oni aren't bound to their promise to leave the above ground alone.

What Yukari "wants" has little to do with the ramifications of the deal. Patchouli had just read vaguely that she shouldn't be going down there, and Reimu and Marisa didn't budge when she asked them to deal with it so she contacted Yukari. Yukari didn't want the SDM to shit all over everything so she got Reimu to go down.

That's neither here nor there, but considering she's been there since the first boundary was put up, it's likely she was at least somewhat involved. The oni didn't start leaving until some "hundreds of years ago" so it isn't like the deal was made a super long time ago.
