They do all of those things. Izanagi and Izanami were no weak-ass Kami either, they literally shat gods themselves.

Yamas are not part of Shinto but a buddhist traditioned borrowed from Hinduism, but both religions have a hierarchy of Gods and thus they are not all-powerful. Depicted is Shiva(Kalantaka) dancing on Yama after first stabbing and kicking him for trying to do his job.
