This needs to eb updated, VNTS. According to the wiki, the translation was so shitty that the guy responsible for the project said he would have to redo much of the work.

In the wiki he said that actual progress was 70%, but there is a progress bar marking 82% or 84%. However, the page has been updated a loooong time ago.

Disregarding extreme outlier cases where the "translator" clearly didn't even fucking know English at all, it doesn't make that much of a difference for most games. 90% of the time what's stopping Mangagamer from releasing anything is scripting. Before doddler they'd just send that shit back to japan to be done, unless it was krkr. You can see examples of that in the nukige they do release because that shit is krkr. They give it about a month long editing pass and then it's out the door ready or not. Though nowadays they actually patch it later to finish it.

The real reason Cartagra's been sitting there is because doddler's making* an engine they hope to use for the whole IG line of games, rather than paying some outside source to do a one-off custom job like they had to do for kara no shoujo.

Since the game in question is pretty important to me (I woudn't be a TLer otherwise), everything related to its story is important as well. I would definitely translate it.
But there certainly is a reason why it was excluded it in the first place (lack of decision points is a consequence, not a reason).
I would have tried to integrate it back in the game as seamlessly as I could.
If it isn't an option - as it seems to be in this particular case - I'd move it to unlockables of a relevant chapter/route (as another scene in extras/recollections for example).
Publishing it as a completely independent possible spoiler available at any time (blog post, text document etc.) would be the last resort.
