Yeh, no. Smartphones are what's cool lately for games lately. Japanese are abandoning consoles for smartphones nowadays. The same goes for most asians people.

Not really, there are a lot of nice weeaboo games, eroge ports and games like that. Android is actually the prefered platform for weeaboo games lately.

Windows Phone is useless for cute anime games. The only game I know that's available on it is Deathsmiles. It's well worth it if you're into cute loli, touhou-like gameplay and loli x pet end.
It's also fairly easy to play with on a tablet.
