1. Suburban areas are less regulamentated and they do cheap works, or

Because earthquakes are super common and it's ultra expensive to keep redigging to fix the lines instead of propping them back up with wood.

>Seriously, if it was up to me I would edict a law to shoot taggers on sight.
You can't imagine how well I understand you. More realistically, I would see no problem with giving them six months to five years depending on reocurrence.
In fact I have this idea of getting a bunch of people, a bunch of different colors, and going out at night to spray over all the shit with the color closest to the background.
Morning comes and surprise, neighbors. Suddenly the city doesn't make you want to kill yourself that much.
I don't know people who would want to do this though. Well, I don't know people period.

http://en.wikipedia.org/wiki/Undergrounding
>Disadvantages include:
>Undergrounding is more expensive, since the cost of burying cables at transmission voltages is several times greater than overhead power lines, and the life-cycle cost of an underground power cable is two to four times the cost of an overhead power line. Above ground lines cost around $10 per foot and underground lines cost in the range of $20 to $40 per foot.[3] In highly urbanized areas the cost of underground transmission can be 10-14 times as expensive as overhead.[4]
>Underground cables are more subject to damage by ground movement. The 2011 Christchurch earthquake in New Zealand caused damage to 360 kilometres (220 mi) of high voltage underground cables and subsequently cut power to large parts of Christchurch city, whereas only a few kilometres of overhead lines were damaged, largely due to pole foundations being compromised by liquefaction.

But in general after looking at Google street view and that gigapixel zoomer I agree that Tokyo looks a lot more depressing and run down than what I've seen before. Rust and dirt and mismatched architecture cramped together everywhere.
