A pretty off example, but look at WoW.
The end of expansion 2 had a raid that something like 0.5% of the player-base could clear. Luckily I was one of them.
But, and this is a very big but:
- players who cleared it complained about similar level equipment was made available a bit later
- players who could not clear it complained about not being able to see endgame content

So in the end, everyone was butthurt, and over the expansion, Blizzard made every raid scrub-friendly. I'm so happy I quit years ago.

You even have 30 slots to save fleet compositions including loadouts, with a drag-and-drop interface to quickly swap out ships, expedition dialog that checks for invalid or unsupplied ships and reward charts for expeditions already cleared.

So I have a theory about how levels work. I think that they matter a lot until you are a certain amount above the other ship, and then they start mattering very little. So if we estimate a flagship at level 50, then your ships will almost never hit it until level 35, and will frequently hit it above level 65, but there is very little difference beyond that point.

The reason I think this is two things:
-My ships seem to miss all the time on 3-2 until remodel time. Around level 40-45 they start hitting most of the time.
-Level 60+ ships still miss about as often as level 40 ships
-In PVP my ships tend to miss frequently against high level ships. Especially noticable against high level subs.

If we ignored night battle since historically midway took place in the morning, anything that is at 5-2 level would be too easy.
4-4 is also easy even with the sub.
3-4 is slightly tougher but most people can beat it in a few sorties.
What I think they will do is to make the map as big as 3-4 but to have each node filled with CVs that will rape you bad and redirect subs cheesing fleet to a death trap.

I'd advise you not to use subs for expeditions if you don't have many spares. DDs are not that much more expensive to use anyway and it's easy to sparkle them.

You get more fuel and ammo from rotating subs from 2-3 anyway than you lose from using DDs in expeditions instead of subs. Unless you're doing the all sub expeditions for quest clearing purposes, in which case just post your 2-2 fleet before I reply again.

I dock any sub that takes damage, even if it's 1 damage. Docking restores morale to 40 if it was below 40 to begin with. So a sub takes damage, I dock her and rotate her out. If she's orange I rotate her out. With this many subs I never have to worry about having all my subs being in orange.

With this setup I can literally do 2-3 sub runs all day with no problem, if I have the time.

Debatable. E-5 and E-7 were kind of expensive. I found it very hard to get the boss kill and especially A/S rank without the support fleet killing off one or three floating fortresses. On the other hand, E-4 was extremely cheap for me because not only did I not need to use the support fleet at all, I used sacrificial ships until I ran out of reserves and they even killed the boss twice.

They might be equal in terms of expensiveness (and expensiveness is basically the same as difficulty other than time differences) if you didn't use sacrificial ships.
