If we want to go back to the eager newbie idea then maybe she thought if she beat the infamous Hakurei Miko (or the infamous witch with the fast hands depending on the play through) she would prove herself to her superiors and get a promotion so she ran off on her own to do it.

But nope, she failed and returned to her pack in shame. They probably laughed at her and told her that she shouldn't fuck with mikos at her level of strength. She's going to have to train hard to stand a chance.

Which brings me to ask, do White Wolf Tengu even train to deal with danmaku or are they only trained to physically deal with threats, making them somewhat useless when they have to play by danmaku rules.

They always struck me as an old organization firmly set in their traditional ways. They put a lot of time and effort into mastering their weapons of choice and are probably afraid of being made irrelevant by a new combat system that they had no say in implementing. They begrudgingly learned the basics but at their core they were still a martial organization and their collective pride prevented them from taking this system seriously.

The younger members are probably more likely to accept the new rules and adapt though. That's why we have youngsters like Momiji trying to beat the miko at her own game. She failed but at least she wanted to try unlike the older members who probably just watched, thinking her to be shaming herself for playing the miko's game.

This is just how I like to picture them at least. I'm sure they have a more than capable danmaku defense force in canon.
