NEET and otaku in japan aren't really into tablets and smartphones, and eroge makers won't want to change their production process to adapt to this new niche platform. Otaku won't buy tablets because there's no eroge on them, and eroge makers won't adapt to tablets because their target don't have any. No demand, no offer, no offer, no demand, it's fucked. Japanese NEET and otaku don't need tablets. They have their desktop at home.

Japan resists change sometimes. You know, kind of like clamshell phones and fax are still a thing in Japan, or their web design being stuck in 1999.

Fax is a useful system that is not dependent on the internet and allows many tasks to be simplified, such as resending the document to many different people without saving and resending as an email. I don't know why the west doesn't use it anymore. It still has a lot of possible uses.
