After the religions and the communist touhou last game it's really time for a proper fascist character, something like this.

ZUN can counter kancolle by including a fleet of warship tsukumogami. He also should boost sales by creating various scandals, including insulting the Royal Navy, the US flag and the Imperial family of Japan.

I also would prefer a darker setting like in the PC98 games. Utsuho could launch a nuclear war against China and then ZUN could make up a story about mutated comfort women.

The game could be called Touhou Fascism ~ High School of the Zombie Prostitutes.
