In my opinion, it depends on the strength behind the idea or concept behind a youkai. Very few people fear the night nowadays, thus Rumia is weak and dumb. Flowers are a very powerful word, thus Yuuka is strong.

She has so much raw power because youkai gain strength from fear, and she's one of the most feared ones. Not just for being a race or a type of youkai, but specifically for being Yuuka, so she absorbs all the power for herself. Her reputation is so bad, she's listed as having the worst human friendship level even when the article itself says she doesn't terrorise humans (anymore).
