Wikipedia says some fish food that is fed to aquarium fish is made from leftovers from processed herring and other such fish. What is not processed for human consumption is then used to make fish food, and it's baked to remove moisture and turn it into flakes, etc. etc.

The plant I visited processed whole fish in a giant augur, and what came out the other end was just disgusting. Some places use the remains of what you don't use in preparations for humans as well. I've also heard of places using shellfish for it.

Whats worse is the place I went to see how fish food was made also raised fish as well, but that wasn't as interesting.

Most of it is though, fish actually are the best food for themselves. That is why it is in most fish foods. Some companies don't, and the ones that do have to add a bunch of other stuff to make up for what they are missing.
