I won't pretend I read the article, but cutting off under 25 year old from housing is going to mean more people staying in their parent's houses.

Even upon getting one they're generally vastly downplayed, crippling social anxiety and panic attacks would just be seen as anxiety on a form which causes them to be pressured harder to work or volunteer, eventually killing themselves. It does save £22b for more surveillance though.
