He gave the same damn answer that he does every time people ask him about the connection between PC98 and Windows. His answer is nothing new and doesn't indicate anything beyond not explicitly retconning PC98.

The very fact that the characters showing up in official works only date back to EoSD, is enough to show that he doesn't acknowledge the previous characters in the current Gensokyo anymore. This is all that "canonical" means; if we never see or hear about any of the previous characters or events, then they might as well not have happened even if we aren't outright told it didn't happen (which would be dumb).
